About CAPP
Throughout history, California has been a trailblazer and champion of world-changing movements, from civil rights and women’s rights all the way through to climate change. It is with this spirit and tradition that we believe California will lead the globe in yet another worthy cause: protecting current and future generations from the devasation of another pandemic, possibly much worse than Covid-19.
CAPP, the California Association for Pandemic Prevention, advocates on behalf of the public for policy in California to develop and implement safeguards, technologies, and emergency systems against pandemics. Like fire disasters, pandemics cause far less suffering and economic damage when they are stopped early and fully, with adequate preparation and proactive response. We believe everyone on Earth shares an interest in coming together to make pandemics a thing of the past, permanently.
Our sections
California Society of Pandemic Families
California Society of Pandemic Families is a community of friends and family who have lost a loved one or loved ones to the COVID-19 pandemic, be it from the virus itself or from downstream impacts the pandemic had on preexisting conditions, mental health, and disruptions to emergency and medical services.
At least 70,000 Californians passed away to the pandemic, and we want to honor their legacy by sponsoring change to ensure that a tragedy like covid never happens again — be it through policy, technology, or public awareness.
Students Over Pandemics
Education, mental health, and social connection — The pandemic harmed a generation of youth in a way that was distinct and unforgettable. Students Over Pandemics is a grassroots network of student organizations advocating for long-term policy solutions to pandemics for the benefit of students everywhere. We are also organizing the first youth pandemic prevention conference in America to share advocacy experience and technology innovation research with each other and with experts. We imagine a pandemic-free future in which students never again have to suffer lockdowns, massive uncertainty and social isolation, and setbacks to our education.
We currently have members across 3 college campuses and 4 high schools in the state.
CAPP Science, Medical, & Industry
CAPP Science, Medical, & Industry convenes scientists, public health experts, medical professionals, and industry leaders (e.g. biomedical technology, PPE, and the built environment) to promote technological innovation and sound policy in pandemic prevention and mitigation in California, as well as provide an outlet for enthusiasts in science communication and members of the general public who care about pandemic prevention to organize into a cohesive and active base.

California Agriculture Economic Biosecurity Coalition (CAEBC)
CAEBC is a working group of stakeholders — including agriculture industry, veterinarians, trade and policy experts, and others — that is convening to stay on top of the HPAI H5N1 outbreak in livestock and draft a unified set of recommendations to the California Department of Food and Agriculture (CDFA) for a collaborative, more robust state response to the virus.
